Is the TSA really to blame for delays in air travel?

In May 2016, the Transportation Security Administration (TSA) came under intense scrutiny following reports of massive delays in airports throughout the United States. This has manifested in scathing editorials, a trending hashtag, a congressional hearing, and ultimately the ousting of the TSA's Head of Security amid allegations of misconduct. Given the current negative attitudes toward the TSA, it would be easy to assume that long wait lines for security or bag checks would be the major source of delays in air travel, but is this really the case?
